Maxwell was arrested in July 2020 - why did it take 11 years after the 2009 victim lawsuit?

The thread examines the 11-year delay between the 2009 victim lawsuit and Maxwell's 2020 arrest. The leading explanation focuses on institutional protection: the 2008 plea deal given to Epstein by then-prosecutor Acosta created legal and political barriers to reopening the case, and only sustained public pressure combined with Epstein's 2019 jail death forced authorities to act on Maxwell.

The 2008 plea deal Acosta gave him was basically a get-out-of-jail-free card - once that happened, why would anyone in power rush to reopen it? Institutions protect their own, and it took a decade of public pressure and a suicide in jail to finally force action.
